Article 1 - Citizenship

1.1 What is “Citizenship”
Citizenship is the given privilege of any lawful citizen of Asgard, bestowed by the ruling council and the Sovereign. It is both a blessing and a duty, as one accepting or asking for Citizenship is linking himself to the kingdom of Asgard and decides to be part of it's institution.

1.2 How to acquire it
A stranger with the right of protection may petition or have a Skald intercede on his behalf during a Seasonal court, to have the privilege of being named “citizen”. Such a demand must be made to the Hall master -before- the Seasonal court and the applicant must be present during court if he wishes the presiding lord to take decision if Citizenship is permitted or not.

A lord of the council may bestow citizenship upon any free man or woman at his whim if he believes the person to be worthy of honor and trust.

1.3 The privileges and obligations of a Citizen
Being a citizen comes with it's privileges, but also duties that one must perform for the kingdom. A citizen is entitled to be under the protection of Asgardian law and it's representative, and may petition any matter he deems worthy of attention to a Seasonal court. A citizen is also given the right to own land and property, something a freeman isn't. Citizens are allowed to assist at any court they wish.

On the other hand, a Citizen must pay his seasonal taxes in order to help maintain the kingdom's economy and standing army. He must also see to the need of the Kingdom or Jarlheim's army should they take shelther upon his or her land.

1.4 The right of arms
One step above citizenry, the right of arms permit a citizen to carry his weapon at view anywhere he goes. Such a right is not given to anyone, as it is a mark that one is ready to give his life for kingdom and liege, and to defend his peers and their honor. The right of arms is an award given exclusively by members of the council.

1.5 The right to Glory
Any citizen may petition the seasonal court or have a skald intercede on his behalf for gain of glory. Arm rings within Asgard are restricted to those who proved themselves worthy, and is the exclusive mark of their rank and status within the community.

1.6 Without citizenship
A person without citizenship or under the right of Protection is concidered an outlaw and an enemy of Asgard. Asgardians have no obligation to give them shelter, and providing them with services will be concidered treason.

1.7 Crimes of a Citizen
A citizen which is found to commit any form of crime, ranging from tax evasion leading up to outright treason, will be trialed in front of a Seasonal court. His sentence may range, but are not limited to, from being stripped of his citizen status up to immediate execution depending on the severity of his or her actions.



Article 2 - Right of Protection

The right of protection is the right of any lawful individual to have his person or/and his belongings to be protected by the Asgardian authorities.

2.1 Of the person
The protection of a person extend to those individual who are not Citizens but do come in peace and are recognized as lawful individuals.

2.1.1 Temporary protection
Attributed to those individuals of passage in Asgard, the Temporary protection must be asked for at the Office of the Huskarls. The Huskarls present will take note of name and business of these individual and remove their weapons. A person under temporary protection should warn the office of the Huskarls if he/she leaves the area and his belongings will be given back to him.

2.1.2 Of an ambassador
An ambassador is the representative of one of the 9 realms who acts as the voice or negotiator of his nation upon Asgardian soil. Although still bound by Asgardian laws, an Ambassador is to be treated like nobility and with respect as long as he proves himself/herself worthy of such honor. Dignitaries found to overstep their welcome will be escorted off Asgardian soil to the realm of their choosing.

2.2 Of the belonging
Any citizen, or free-man under the right of protection can expect any damage, theft and so forth, to be protected by Asgardian authority. These individuals may also petition a seasonal court to be compensated by either the treasury or, given the case of an offense, the guilty party in order to cover damages done to property and belongings.

Article 3 - Trade

3.1 Citizen trades
Any citizen making a -business- out of trading is expected to declare it upon paying his taxes, and adding 1/10th of his trades as additional taxes. Avoiding this obligation will be regarded as tax evasion and may result in the seizing of all personal assets.

3.2 Off-realm trades
Any goods traded with individuals having land in other realms, or receiving goods from another realm must be declared to the Hall Master every season. Depending on the size, frequency and nature of the exchange, tax may be applied.

3.3 Trading with a Temporary Protection
Any non-citizen wishing to trade with Asgardian must first have the authorization of the local Hall Master. The price for setting shop is left to the care of the Jarl who may proceed in any fashion he deems fair and equitable. Trading without the Hall Master's permission will result in the immediate seizing of your assets and revoking of your right of protection.


3.4 Taxes
Taxes are paid, once per season, to the Hall Master within your Jarlheim. The Hall Master will devide what goes to the Jarl and what goes to the treasury of Asgard.
